Facilities Management Department Charge-back Guidelines
Florida Atlantic University Facilities Management Department (FM) provides multiple services for all the university owned facilities and grounds in the following areas: new construction and renovation, installation of new equipment, repairs of existing equipment and facilities, facility and equipment maintenance, landscape and grounds.
University-owned facilities are classified into three distinct groups:
- State-supported facilities: These are primarily funded by State of Florida appropriations and are used for general instruction, research, public service, plant operations and maintenance, student services, libraries, administrative support, and other enrollment related and stand-alone operations of the university.
- Auxiliary funded facilities: This category encompasses facilities/spaces that are self-supporting through user fees, payments and charges, no General Revenue Support. These include: Academic Auxiliary programs, Housing, Parking and Transportation, Student Health Services, and other auxiliaries such as commissions on food services and bookstore sales, rentals, and interdepartmental services.
- Mixed-use: This category includes buildings that receive funding both from the University and through user fees. (e.g., Osher Lifelong Learning Center)
Facilities Management (FM) Physical Plant accepts work requests via Work Order request portal, and the FM Design and Construction (DCS) uses Minor Project Request Form (MPRF) to administratively initiate and track construction projects.
Facilities Management is frequently asked to clarify which services are “routine” (no charge) and chargeable to a department. The intent of this section is to define our approach and to identify the current charge-back rates used. Work requests are processed and assigned based on several criteria with the goal of appropriately completing the work as quickly as possible.
Work request expenses (labor and material) that address existing conditions requiring repair or replacement due to normal wear and tear are covered by Facilities Management. However, there may not be funds available to complete all work requests, although every effort will be made.
Work request expenses for reasons other than normal wear and tear will be charged to the requesting department. Charges for new equipment purchased or services added by a department for academic purposes will be evaluated by FM leadership. Special time constraints requiring overtime or work outside of normal business hours could add to the cost of the service.
