with the following in the body of the message (and nothing else):
To subscribe to receive notice of Proposed regulations, click on the link below and type the following:
subscribe proposedreg-l [your email address]
For example, if your email address was john@fau.edu you would type the following in the message body of a plain text message:
"subscribe proposedreg-l john@fau.edu".
**Note that the "-l" is a lower-case L, not the number 1.
