Babcock, given June 13, 1984 at a seminar at the Massachusetts Institute of Technology in Cambridge, MA. The Faculty Keynote Address was presented by University of Southern California Law School Professor George Lefcoe, who spoke on “Blight, TIFs, TODs and the Next 100 Million Americans.”
