EQUIPMENT (Including Software) on a Temporary, Trial, or Loan Basis 98-03

Equipment and/or software placed on campus on a temporary or loan basis by a vendor must have the PRIOR approval of the Purchasing Department.
Subject: PURCHASING-- Exemptions for Sponsored Programs
All purchases billed to sponsored projects must be handled in accordance with Section 240.241(9) of the Florida Statutes and shall be made in accordance with policies and procedures established by the University. However, in certain instances, and in compliance with polices and procedures established by the University, the Director of Sponsored Programs (in collaboration with a specialized ad-hoc committee) may determine that for the efficient or expeditious prosecution of a research project, the purchase of materials, supplies, equipment, or services for research purposes shall be exempt from the general purchasing requirement of the Florida Statutes.
University procedures and section 287.057(1) of the Florida Statutes, require items costing over $15,000 to be subject to a formal bid process. An exemption may be available (as noted above) if a "Sponsored Programs Exemption" request form is properly completed, executed and submitted with the purchase requisition.
