Fulbright Specialists Program
The Fulbright Specialists Program is designed to provide short-term academic opportunities (two to six weeks) for U.S. faculty and professionals. Shorter grant lengths give specialists greater flexibility to pursue a grant that works best with their current academic or professional commitments. Applications for the Fulbright Specialists Program are accepted on a rolling basis, and peer review of applications is conducted eight times per year. Go to: http://www.cies.org/specialists/

State Department Issues New Rule Easing Student-Exchange Programs
American colleges and universities will be allowed to sponsor foreign students to work in the United States for up to 12 months. The new rule amending the Exchange Visitor Program was published June 20 in the Federal Register and becomes effective July 21. At present, it is difficult for American colleges to sponsor foreign students for placement in companies or organizations as interns because there is no provision for that purpose. Many colleges welcome the change in part because it will help them develop exchange programs with foreign institutions which would, in turn, accept American students for internships overseas.

DARPA - Dual-Mode Detector Ensemble (DUDE)
DARPA is soliciting innovative research and development proposals in the area of an integrated day/night sight. Proposed research should demonstrate the integration of an uncooled long wave infrared sensor (LWIR) (8-12 microns) with a sensor that operates in the Visible/Near Infrared/SWIR (VNS) (0.4-1.6 microns) spectral range and the integration of this combined day/night focal plane with the type of flat optics demonstrated in the DARPA MONTAGE program to realize a compact day night rifle sight system. Proposals will also be accepted that address only the VNS sensor. Excluded is research and development that primarily results in evolutionary improvements to the existing state of the art. DARPA-BAA-08-49 Deadline: Aug. 18, 2008. Go to: http://www07.grants.gov/search/search.do?&mode=VIEW&flag2006=false&oppId=42225

ORAU/ORNL High Performance Computing (HPC)
In recent years, Oak Ridge National Laboratory’s (ORNL) commitment to providing the world’s most powerful open resource for scientific computing has resulted in an impressive computational capability in Oak Ridge, Tennessee. ORAU has partnered with the laboratory to provide opportunities for meaningful faculty and student engagement with ORNL’s leadership computing capabilities through the ORAU/ORNL High Performance Computing Grant Program.

The grant totals $75,000 ($25,000 per year for up to three years) and two grants will be awarded per year. This program not only provides a monetary award, but more importantly, provides valuable access to ORNL’s computing resources and staff.

The goal is to expand the existing research initiatives of university faculty from ORAU member institutions or to create new research areas. Proposals for cross-cutting research projects from faculty are welcomed. Opportunities exist for both faculty and students. The first two grants will be awarded in November 2008. For full details, please see the Program Overview/Guidelines. Deadline: Sep. 19, 2008. Go to: http://www.orau.org/consortium/programs/hpc/index.htm

Science

National Institute on Aging, NIH - Social Neuroscience of Aging
The purpose of this funding opportunity announcement (RFA-AG-09-006) is to stimulate investigations in the area of Social Neuroscience of Aging. The National Institute on Aging (NIA) invites R01 applications for research examining the neurobiological and genetic foundations and correlates of social behaviors and social relationships of relevance to aging, with particular emphasis on the mechanisms and pathways linking social behaviors and social relationships to the physical health, functionality, and psychological well-being of middle-aged and older adults. The NIA is interested in both basic and translational research on these topics, and strongly encourages applications that explore these themes at multiple levels of analysis. Both human and animal studies are appropriate to this FOA. Research projects that (1) link the social neuroscience laboratory with population-based research, (2) cross traditional disciplinary barriers within the biological and behavioral sciences, or (3) offer bridges to translational efforts to improve social function and enhance social roles in older adults are particularly encouraged. Deadline: Oct. 31, 2008. Go to: http://grants.nih.gov/grants/guide/rfa-files/RFA-AG-09-006.html

Abe Fellowship Program
The Social Science Research Council (SSRC), the Japan Foundation Center for Global Partnership (CGP), and the American Council of Learned Societies (ACLS) announce the annual Abe Fellowship Program competition. The Abe Fellowship is designed to encourage international multidisciplinary research on topics of pressing global concern. The program seeks to foster the development of a new generation of researchers who are interested in policy-relevant topics of long-range importance and who are willing to become key members of a bilateral and global research network built around such topics. Deadline: Sept. 1, 2008. Go to: http://fellowships.ssrc.org/abe/detailed_app_criteria/

American Council of Learned Societies
ACLS Digital Innovation Fellowships are intended to support an academic year dedicated to work on a major scholarly project that takes a digital form. Projects may involve development of new digital tools that further humanistic research (such as digital research archives or innovative databases); research that depends on or is greatly enhanced by the use of such tools; the representation of research that depends on or is greatly enhanced by the use of such tools; or some combination of these features. ACLS does not support creative works (e.g., novels or films), textbooks, straightforward translations, or purely pedagogical projects. Knight Initiative Seeks to Address Local Information Needs Engaging Community Foundations
A $24 million initiative by the John S. and James L. Knight Foundation will engage community foundations in a grant-making challenge to find creative uses of media and technology to help keep communities informed and their citizens engaged. The five-year Knight Community Information Challenge is launched as the media world undergoes rapid change and acknowledges that there is less local information readily available. The challenge is premised on two strongly held beliefs: 1) in a democracy, information is essential for a community to function properly; it is a core need, and 2) since community foundations are established to meet core community needs, they are logical partners in meeting the information needs of communities. This initiative is intended as an opportunity for community foundations to provide civic leadership. It will invite community foundations to propose ideas to meet information needs in their communities. Knight will make $20 million available over five years to match funding for the best of these ideas. The project will also include a Media Learning Seminar on Feb. 16-17, 2009 to help community foundations learn about the information needs of communities in a democracy. A companion meeting hosted by the Council on Foundations in October 2009 will reach out to more community foundations.

The Knight Community Information Challenge involves a two-step process. Community foundations can visit www.informationneeds.org to propose a project in 200 words or less between June 30 and Sept. 15. Those selected to submit full proposals will be notified within a week of receipt, and full proposals will be due Oct. 15. Each full proposal will be required to provide matching funds. Go to: www.newschallenge.org or visit www.knightfoundation.org
