Lt. Gen. H. Steven Blum:
Chief, National Guard Bureau

Lieutenant General H. Steven Blum serves as Chief, National Guard Bureau, Arlington, Virginia. He is the senior uniformed National Guard officer responsible for formulating, developing and coordinating all policies, programs and plans affecting more than a half a million Army and Air National Guard personnel.

General Blum received a Bachelor of Arts Degree from the University of Baltimore, 1968. He received a Master of Science and Social Studies Degree from Morgan State College, 1973. He graduated from the U.S. Army War College, 1989.

Gen. Blum’s effective dates of promotion in the Army Reserve National Guard:
● A 2nd Lieutenant on August 28, 1971
● A 1st Lieutenant on August 28, 1972
● A Captain on September 3, 1074
● A Major on September 6, 1978
● A Lieutenant Colonel on October 1, 1982
● A Colonel on January 3, 1989
● Brigadier General on August 1, 1996
● Major General on February 1, 2000
● Lieutenant General on April 13, 2003

He has had 23 assignments in his Army Reserve National Guard, including his present one as Chief of the National Guard Bureau in Arlington, Virginia, on April 23, 2003.
