Vice President, US Green Building Council - South Florida Chapter
&
CAROLYN MITCHELL
Director of Landscape Architecture, Zyscovich, Inc.

The issues facing planners in South Florida are both exciting opportunities and overwhelming obstacles. The Board Members of the Florida Atlantic Planning Society have embraced the concept that planning in South Florida is like no other. The concept for this series is to discuss the individual components that make up an effective plan. The objective is to formulate an idea on how to achieve the ultimate goal – better planning in South Florida.
LEED, LEED, LEED...It used to be all about Location! The US Green Building Council’s LEED Green Building Rating System (www.usgbc.com) has been implemented by many municipalities, private developers, and institutions both locally and internationally to promote sustainable development and even place branding. Yet many planners are not clear on what LEED is and how it can be utilized in their projects.
Please join FAPS for this fascinating lecture on the challenges, opportunities and latest updates in LEED and Sustainable Development in South Florida. Both Rob Hink and Carolyn Mitchell have extensive experience with LEED and its application into the built form of South Florida, including LEED Master Plan projects in Hollywood Beach and Coconut Creek and projects with local airports and universities. Please go to www.thespinnakergroupinc.com & www.zyscovich.com.
This lecture is scheduled for Wednesday, APRIL 11, 2007 at the Fort Lauderdale Campus, HEC building, 11th Floor, room 1110. Complimentary food and drinks are served at 5:00PM. “Infill and Brownfield Redevelopment Planning”
Lecture by: Michael R. Goldstein, Esq.
Chairman, Florida Brownfields Association
Chairman, Miami-Dade County Brownfields Oversight Committee
The issues facing planners in South Florida are both exciting opportunities and overwhelming obstacles. The Board Members of the Florida Atlantic Planning Society have embraced the concept that planning in South Florida is like no other. The concept for this series is to discuss the individual components that make up an effective plan. The objective is to formulate an idea on how to achieve the ultimate goal – better planning in South Florida.
While some may view the lack of undeveloped land in Broward County as a problem, many planners and community leaders view this as an opportunity to redevelop underutilized downtowns and land that has been perceived as un-developable due to contamination. Although this is of immediate importance to Broward County, Miami-Dade and Palm Beach Counties are also struggling with redevelopment as a deterrence to sprawl.
Please join FAPS for this fascinating lecture on the challenges, opportunities and latest updates in infill and Brownfield redevelopment planning. In addition to being the Chairman for both the Florida Brownfields Association and the Miami-Dade County Brownfields Oversight Committee, Michael R. Goldstein is also an attorney practicing environmental law. He has extensive experience in Brownfield policy and strategic planning.
This lecture is scheduled for Wednesday, MARCH 21, 2007 at the Fort Lauderdale Campus, HEC building, 11th Floor, room 1110. Complimentary food and drinks are served at 5:00PM. The lecture begins at 5:30PM and will conclude at 6:45PM.

“Planning in Multicultural Communities”
Lecture by: Beatrice Cazeau, Esq.
Executive Director
Haitian American Leadership Organization, Inc.
One of the goals of the Planning profession is to promote diversity and advocate for equity, reform and justice in all communities. Today, both Miami- Dade and Broward counties are minority-majority counties. The diversity of our communities challenges planners to not only reconsider housing and transportation choice, but land-use zoning and communication styles.
Please join FAPS for this fascinating lecture on planning in and for multicultural communities. Former State Attorney for Miami-Dade County, Beatrice Cazeau is the President of the Haitian Lawyers Association and the Executive Director of HALO (Haitian American Leadership Organization, Inc.). HALO is a newly established non-profit organization whose main objectives are fostering unity, promoting networking, and improving the image of Haitians throughout South Florida.
This lecture is scheduled for Wednesday, FEBURAY 14, 2007 at the Fort Lauderdale Campus, HEC building, 11th Floor, room 1110. Complimentary food and drinks are served at 5:00PM. The lecture begins at 5:30PM and will conclude at 6:45PM.

"Environmental Planning Issues in South Florida:
Growth Gone Wrong?”
Lecture by: Sara Fain, Esq.
Biscayne Restoration Program Analyst
National Parks Conservation Association
The issues facing planners in South Florida are both exciting opportunities and overwhelming obstacles. The concept for this series is to discuss the individual components that make up an effective plan. The objective is to formulate an idea on how to achieve the ultimate goal – better planning in South Florida.
As we continue along our journey of the Wednesday Lecture Series, it is important to integrate proper environmental planning. The environment is a hot topic in South Florida…sprawl, water and air pollution, the Comprehensive Everglades Restoration Plan (CERP), beach erosion, and the health of the coral reefs are just a few of the issues that have planners and community leaders concerned.
Please join FAPS for this fascinating lecture on the environmental planning issues in South Florida with Sara Fain of the National Parks Conservation Association. In addition to having a Masters degree in Marine Affairs and Policy, Ms. Fain graduated from the University of Miami Law School. Her area of specialty is Coastal and Environmental Law.
Ms. Fain and NPCA are partners in the “Hold the Line Coalition” that has been successful in maintaining the Urban Growth Boundary in Miami-Dade County. In October of 2006 the NPCA filed a lawsuit against the U.S. Army Corps of Engineers and the Fish and Wildlife Service (FWS) for violation of federal laws.

Why isn’t sufficient affordable housing being built by the private market?
Developers often face hurdles in completing affordable housing projects, in particular, NIMBYism and exclusive zoning regulations. In addition, high costs associated with development (land and construction costs) along with stringent or inefficient government regulations (building codes and slow permitting processes) encourage developers to cater new residential development to higher end clientele. In wake of this knowledge, should developers still consider producing affordable housing? Will developing low- and moderate- income housing make their project less desirable? Will their development still be profitable? Mr. Bivins will answer these questions while citing specific projects and policies and their effectiveness in producing affordable housing.
Mr. Bivins heads up a development arm of Tarragon South Development Corporation, a publicly traded real estate company based in Fort Lauderdale. While Tarragon is best known for developments such as the River House condominiums across from FAU, Mr. Bivins is responsible for all redevelopment and workforce house projects. Mr. Bivins has a twenty year career in real estate development including experience in developing a variety of government sponsored housing developments.
